It is currently being crowdfunded, if you are interested in pledging money for this project, you can do it here: Unfortunately, this is pretty far away, at the end of 2018. Other than that, Julian Gollop (the creator of the original X-COM) is working on a new game called "Phoenix Point". It's currently has just 1 mission, if you complete the mission the game quits, but it gets updated, I think every week. However, Xenonauts 2 is currently in development, it will have a 3D engine which is great.
Xenonauts stays true to the old X-COM formula, with some minor gameplay changes and better graphics (but it's still 2D) I'd say Xenonauts, but I didn't really play the other remakes.
